This is a variation of a favorite dish from Madaba, Jordan where my
father and my husband were from.
Preheat oven to 350 degrees. Spray a 9x13 inch baking pan with
non-stick spray.
Place meat ingredients in a bowl and mix well. Press evenly in the
bottom of the baking pan. Boil carrots in water to cover until half
cooked, 5 to 7 minutes. Distribute carrots and remaining vegetables
over meat. Mix the crushed tomatoes, water and 2 tsp KIBBIE SPICE
together in a bowl and pour over the vegetables. Cover tightly and
bake 45 minutes, until vegetables are tender. Uncover and place
under broiler until browned.
Serve over Syrian Rice or for a one-dish meal add cubed
potatoes with the vegetables.
